Backup diesel generator use

Diesel generators are not an acceptable source for supplying electricity on a regular basis to industrial facilities.  Electricity generating plants operating in compliance with air quality permits, and renewable facilities that do not emit carbon, should be the energy sources.

Use of diesel generators should be limited to emergency situations and for required testing, only.
