Minimize diesel generator usage

I oppose opening up generator usage to planned events for multiple reasons:

  1. Diesel generators emit significant particulate pollution that is toxic to people
  2. Diesel generators generate a lot of noise, which is hard on neighbors' nerves and lives
  3. Diesel generators contribute a significant amount of carbon dioxide to our greenhouse gas problem.

We should keep diesel generators to their original purpose--emergency backup--and not expand to other uses.
