Adopt broad antidiscrimination rules

It is a positive step that the Board is adopting antidiscrimination rules. However, the board should bar discrimination in all categories that are used to disqualify otherwise-qualified parents on the basis of stereotypes that have nothing to do with fitness to be a parent. This includes religion, marital status, disability and sexual orientation. If the Board is truly concerned about "the best interests of the child" then the child should be placed in a loving, healthy environment, free from discriminatory bias.
