Non-discrimination regulations for adoption

As a Virginia resident and a parent, I believe adoptive parents should be evaluated based on their ability to parent and lack of a criminal record.  Race, religion, political beliefs, gender, age, and sexual orientation, or disabilities should not be used to discriminate against potential adoptive parents if they are otherwise fit to be a good parent.  Afterall, there are plenty of "normal" people that should not be allowed to adopt because they would not be good parents!
