Please do not force faith-based agencies to comply with civil laws that are inconsistent with their beliefs.  Marriage was not started as a civil institution but was part of the authority of the Church.  Forcing state opinions on a higher authority puts strain on those who want to worship God and obey their government.  Please be sensitive to the needs of a society that needs a Creator first and the created second.
