Proposed Regulations
 

Therapeutic foster care and non-therapeutic foster care should have the same rules, regulations, and enforcement as long as they both capture Title IV-E funding via the VEMAT.  Also it appears that local departments of social services do not receive any oversight from the Virginia Deparmtment of Social Services' licensure specialists.  Private Therapeutic Foster Care Agencies receive extremely thorough, costly, and often very prohibitive oversight.  City agecyies have the primary role in caring for chidren.  It appears to be even more important than the role of private providers, but the oversight is not comparable.    

Please remove the rules regarding Therapeutic Foster Care Agencies having to receive financial audits from an independent auditing firm annually.  I run a small agency, and our expense for an audit is over $10,000.00 per year.  Please require these every two years, or allow agencies to show proof of monthly payments made to the foster parents.
