It is unfair to our hard working non-finacially eligible aliens and citizens. There needs to be equity for all households. Ineligible aliens are as much financially responsible for their children as eligible aliens and citizens. I think, if any household (exempting the disabled & aged category) is not gross income eligible they should be denied, your alien status should not make a difference. Now I do think, the prorata share should only be considered if an ineligible alien household is gross income eligible.
