I hope the VA department of health sees the public disdain for such a proposal, as it would be not only highly controversial, but also unethical. Per your own statistics published daily- this virus has an extremely low fatality rate, especially in school age children and teenagers. 
Additionally, this vaccine is new, has serious side effects, and has no long term safety studies. 
Leave the choice to vaccinate the the individual, and the parents of our children.
