Reason: The Virginia Board of Education withdrew this regulatory action at its November 19, 2015, meeting. The Local Eligibility License has already been eliminated through a separate regulatory action, and the requirements for teachers who teach online only are included in the Board’s comprehensive revision of the Licensure Regulations for School Personnel. This regulatory action is unnecessary.
