F. As much as providers want consistent care each and every day for children the reality is that that's not always possible. Instead of "consistent" care providers are shifting their focus to "responsive" care givers. We need whoever is in the class with the children to be responsive to the needs of the children.

The care giver may not always be the same person. Lots of programs are utilizing college students with part time availability or working with substitute teachers to make things work. C

Consistent care is the goal, but it's not always the reality. If it's put into regulation a good program can be written up for not having a class that falls in line with that definition. We suggest to strike this newly proposed requirement.
