The Clubhouse Model in many ways is incongruent with the regulations regarding admissions, medical necessity, required interventions, and length of stay.  Please allow programs to choose a model and certification that meets the requirements and better fits client needs.  For example, extending the option for CARF certification rather than Clubhouse International.  

The exclusion of ACT and CSC clients is also of concern as clients do benefit from both services.
