High standards for licensing private child-placing agencies
 

Intolerance and prejudice are not protected by the First Amendment, and the State should not be condoning them in any way, even implicitly.  Rather a State license should be granted only with assurances that the highest standards of fairness and equity will be practiced, that all forms of discrimination based on social categories, not just politically convenient ones, will be barred.
