This section appears to be written towards disaster assistance. However this adversely impacts border counties that have automatic mutual aid agreements (ex. Charles County, MD) for daily operations, as well as counties that service Federal installations (ex. NSWC, FT. AP Hill, Quantico).
This also appears to impact EMS tranport vehicles where "closest appropriate" medical facility is actually out of state (ex. Civista Medical Center in Laplata, MD).
Recommend revising this section to either limit it to disaster assistance, allow submittal of automatic aid agreements, or place a time threshold (e.g. less than 24 hours), in lieu of verbal notification for each response.
