Diesel Generators should have limited use and not an indirect cost past on to VA residents

Diesel generators should be available to address emergency outages only. The impact on air quality should not be a cost and experience passed on to VA residents. This industry has the resources and technical capabilities to install greater protections, especially for routine operations such as planned outages. Planned outages are operating functions and costs that the public should not be expected to carry, even indirectly. VA should be leading the nation on many fronts and to continue its place as a great place to live should adopt Tier 4 generator requirements.
