Enforce standards even during planned outages

I understand emergency backup during unforeseen circumstances but if it’s a planned outage, the data center companies should have a clean sources of fuel and not be allowed to burn diesel Willy-nilly.  There are documented cases of this being an environmental health concerns for communities nearby to data centers that are using gas fired and diesel burning generator, I believe in Missouri or Mississippi.

don’t allow the is to happen in Virginia! Protect how awesome our state is!
