Description The Secondary Street Acceptance Requirements (SSAR) establishes the conditions and standards that must be met before secondary streets constructed by developers, localities and entities other than VDOT will be accepted into the state secondary system for maintenance by VDOT. All proposed developments which include roads to be accepted into VDOT’s Secondary System of Highways, which were initially received by the agency on/after July 1, 2009, must meet the requirements of the SSAR.

Goals of Regulation - Serving as a reference resource for parties involved in the planning, design, development, and regulation of residential, commercial, and industrial subdivisions.
- Establishing the minimum criteria for the addition of subdivision streets as a part of Virginia’s secondary system of state highways.
- Protecting the public’s health, safety, and welfare with the least possible cost and intrusiveness to the citizens of the Commonwealth.
- Providing a clearly written and understandable regulation.
