Description This regulation establishes minimum standards for the operation of state- and locally-operated court service units, and for non-residential programs available to the juvenile and domestic relations district court, including those funded through the Virginia Juvenile Community Crime Control Act.
State Authority Code of Virginia Sections 16.1-233. C. , 16.1-309.2 et seq. , and 66-10.
Federal Authority Not applicable.
Exempt from APA No, changes to this chapter are subject to the Administrative Process Act.

Goals of Regulation 1. To ensure that "uniform services, insofar as is practical, will be available to juvenile and domestic relations district courts throughout the Commonwealth" (Code of Virginia Section 16.1-233 C);
2. to permit program flexibility to meet diverse local circumstances within the broad context of statewide minimum service levels;
3. to establish standards for programs and services based on measured outcomes and effectiveness rather than activities.
