This action is exempt from the executive branch review process.
This regulation enables the agency and the citizens to manage fox populations to control impacts to the human health, safety and livelihood of the people of Virginia. By allowing for the harvest and population control of foxes as a high-risk rabies species, the Department is providing for human health by reducing the chance for human/fox interaction. This regulation further provides for citizen safety by prohibiting unsafe methods of take (i.e. hunting, trapping and chase seasons). This regulation provides for the protection of personal property by allowing the control of foxes which may adversely affect property values by causing livestock depredation and disease transmission. This regulation also enables the agency to efficiently and economically accomplish the important governmental function of natural resources management by enabling the citizens to participate in recreational hunting and trapping seasons. These activities provide recreational opportunity and stimulate the economic development of the Commonwealth.

Goals of Regulation To maintain optimum populations of fox to serve the needs of the citizens of the Commonwealth.
To allow the reasonable use of the fox resource by the public while maintaining healthy populations of the species.
To provide opportunity for all to enjoy hunting and trapping fox, watching wildlife, and related outdoor recreation.
To promote safety in connection with hunting and trapping fox.
