| Goals of Regulation | In 1995, VDH reviewed these regulations, after soliciting public comment and with the help of an advisory group, in accordance with Governor Allen's Executive Order 15 (94). VDH recommended that the plan be terminated as a regulation and exist as part of a policy and procedure manual specific to this program. The purpose would be to allow a less burdensome means of amending the plan from time to time. VDH has initiated the process of termination. A Pre-NOIRA to initiate the process for terminating these regulations was approved on August 28, 1998, and a NOIRA was published on November 9. 1998. However, the agency is presently reassessing this action. |
