This action is exempt from the executive branch review process.
This regulation enables the agency and the citizens to manage waterfowl populations to control impacts to the human health, safety and livelihood of the people of Virginia. By allowing for the harvest and population control of waterfowl the Department is providing for human health by reducing the chance for excessive waterfowl interaction. This regulation provides for the protection of personal property by allowing the control of waterfowl which may adversely affect real estate values or directly damage property. The regulation also enables the agency to efficiently and economically accomplish the important governmental function of natural resources management by enabling the citizens to participate in recreational hunting seasons. These activities provide recreational opportunity and stimulate the economic development of the Commonwealth. Hunting and fishing combine to contribute more than 1.2 billion dollars per year to Virginia's economic well being. Specific examples include hunting land leases, hunter travel expenditures and outdoor equipment purchases.

Exempt from APA Yes, changes to this chapter of the VA Administrative Code are exempt from the Administrative Process Act. The normal executive branch review process is not required.

Goals of Regulation To maintain optimum populations of waterfowl to serve the needs of the citizens of the Commonwealth.
To allow the reasonable use of the waterfowl resource by the public while maintaining healthy populations of the species.
To provide opportunity for all to enjoy hunting waterfowl, watching wildlife, and related outdoor recreation.
To promote safety in connection with hunting waterfowl.
