Description of Proposed Guidance Document Changes

This transmittal contains updated income limits and deductions used to determine eligibility and benefit amounts for the Supplemental Nutrition Assistance Program (SNAP). The transmittal also contains clarifications and revisions of program verification requirements and revised SNAP Employment and Training (SNAP E&T) guidelines. The provisions of this transmittal are effective October 1, 2025, for all SNAP applications filed or actions taken on cases on or after October 1, 2025, except for provisions of Public Law 119-21, enacted on July 4, 2025. These provisions are noted in the grid below and are effective November 1, 2025.
