Description of Proposed Guidance Document Changes

Rescinding nine State Water Control Board guidance documents. In developing and issuing the Virginia Stormwater Management Handbook, the Department incorporated relevant portions of the guidance documents being rescinded into the Virginia Stormwater Management Handbook to reduce complexity and improve the ease of use. However, to have a transition period for stakeholders, who had been using the existing manuals and guidance for years, and to provide flexibility for projects that were already in the planning stage, the Department provided a one-year transition period to allow plans submitted between July 1, 2024 and June 30, 2025 to utilize either the existing manuals, handbooks and guidance or the Virginia Stormwater Management Handbook, Versions 1.0 and 1.1. The Department previously announced its intent to rescind these guidance documents one year after the effective date of GM24-2001, the Virginia Stormwater Management Handbook (Handbook), Version 1.0 (July 1, 2024).
