As a citizen of this state, I am concerned that the Virginia DEQ write its rules based upon the strongest science and that the citizens of Virginia benefit from carbon reductions and carbon market by improving air quality as well as receive the financial benefits. Virginians have been borne the consequences of carbon pollutants released from coal fire plants and now that we are moving in the right direction to significantly reduce carbon output it should be the citizens who benefit both from reductions in carbon pollution and from any financial incentives.
