CHAPTER 170
RULES AND REGULATIONS GOVERNING THE USE, OPERATION AND MAINTENANCE OF
STATE-OWNED FLEET VEHICLES (REPEALED)
24VAC30-170-10. Rules and regulations governing the use,
operation and maintenance of state-owned fleet vehicles (filed by description
with the Registrar of Regulations). (Repealed.)
Description: The Division of Fleet Management's Rules and
Regulations Governing the Use, Operation and Maintenance of State-Owned Fleet
Vehicles (Rules and Regulations Governing Vehicle Use) establishes the policies
and procedures concerning the assignment, recordkeeping, and use of fleet
vehicles. The regulation was revised to make minor editorial changes for
clarity. In addition, the requirement to complete the Supplemental Accident
Form was eliminated, and a section explaining the Uniform Accident Prevention
and Safety Program, which was established pursuant to ยง 52-4 of the Code of
Virginia, was added.

RULES AND REGULATIONS GOVERNING THE PURCHASE OR LEASE OF MOTOR VEHICLES WITH
PUBLIC FUNDS (REPEALED)
24VAC30-190-10. Rules and Regulations Governing the Purchase
or Lease of Motor Vehicles with Public Funds (filed by description with the
Registrar of Regulations). (Repealed.)
Description: This regulation sets forth the procedures to
be followed by state agencies in determining their vehicle needs on an annual
basis prior to securing approval from the Virginia Department of Transportation
to purchase or lease vehicles. The procedures include: the notification of
needs process, processes for Virginia Department of Transportation review of
requests for purchase or lease of motor vehicles, and an appeals process for
agencies to follow if they wish to contest rejected requests. Chapter 48 of the
1997 Acts of Assembly removed the two-year statutory limitation for vehicle
leases. This change became effective July 1, 1997.
The Division of Fleet Management administers the
assignment, repair, recordkeeping, and purchase or lease of passenger-type
vehicles on behalf of the commissioner under the provisions of 24VAC30-170-10,
Car Pool Regulations, and Title 33, Chapter 12 of the Code of Virginia
concerning centralized fleet management.
