My belief is that one should not judge a book by its cover but only after a careful consideration of its content. This should extend, I believe, to rules designed to determine who will or will not make suitable foster parents and adoptive parents. Today we would reject judgements that are based on race. We also should reject judgements that are based on sex, religion, sexual orientation and a host of other screens. Examine the acceptabilty of the applicants in a fair and full consideration of their merits and qualifications. Don't base acceptability on superficial litmus tests that facilitate bigotry in any form.
