Discrimination based on factors that do not impact the well-being of the child have no role in adoption or foster care decisions and there is no credible evidence, from reputable, peer-reviewed scientific sources, that children raised by gay, lesbian, bisexual, or transgender parents suffer disadvantages. Futhermore, by acting as instruments of the state in facilitating foster care and adoption procedures, private agencies give up the right to engage in religiously-based or other arbitrary discrimination.
