Grafton serves children in the Commonwealth with ID/DD and co-morbid psychiatric conditions. These are specialized group homes regulated under the EPSDT TGH section of the Residential Services manual.
We are aware of the federal regulations around not using Medicaid funds to pay for room and board in a community based setting. The part we have never been able to understand is how this works with EPSDT. Per regulations, EPSDT have extensive flexibility in their use to correct or ameliorate a child's condition. They can be used to pay for lodging and food when the child or family is travelling for care. And the family should not have any cost when using EPSDT funding.
We would like to see clarification on how federal regulations apply in the case where EPSDT is funding the care in a group home and how the room and board is viewed please.
