I like using the Interim Reports. I agree to what some others have stated about the wording, it does need to be simplified. I also agree that customers should report any changes they have. I believe that some customers do not see the Interim Report as a legal document and its importance and therefore are more likely to not tell the truth. The simplified change system is not simple, it is confusing. In my opinion, keep the Interim Reports (makes life easier on the worker and customer), require reporting of ALL changes and keep things the same way for a while.
