18VAC160-40-470. Prohibited acts.
The following acts are prohibited and any violation may result in disciplinary action by the board:
11. Failing to adequately supervise and review work performed by unlicensed employees or journeyman licensees under the direct supervision of the master licensee.
Absent a responsible charge, this proposed regulation serves no purpose.
Proposed:
11. A journeyman shall not have any authority to sign final documents, plans, specifications or as-builts.
This will further clarify what a "journeyman" is not responsible for.
Cross that bridge mentality by this board is becoming more of a charade which is distracting from the necessity to promulgate regulations to protect public health, safety, and welfare. The proposed regulations should be consistent with existing state policy where as "Regulations shall be clearly written and easily understandable." as provided for in Executive Order 17.
