Participation in RGGI is good policy. Additionally, as housing developers have struggled with supply chain issues and increased costs, funds provided through the RGGI-funded HIEE program have helped projects to be built. This is good for business and good for the future occupants of those homes. While rising energy costs are a problem, using the RGGI auction funds to create more energy efficient affordable housing helps to address the energy cost problem now and many years into the future for the most vulnerable populations. Homes that use less energy will be less impacted by rising costs. With low income households being more likely to be energy cost burdened, using the funds from RGGI auctions to support energy efficiency in affordable housing helps to minimize that burden and supports equity.
