Cost of Fingerprinting and Non-tranderability of Results

Our preschool is a non-profit mission of our church, serving church members and the Arlington Community.  We have 25 staff members.  At the current cost per set of fingerprints, in 5 years the cschool will have to pay over $1,250 just for fingerprint renewal.  This is a bit much for a non-profit, especially when we also pay for the DSS background checks.  Is there anyway to reduce the cost of fingerprinting?  Or is it possible to roll the DSS background check into the fingerprinting process, so that it is all accomplished through one act - fingerprinting.  Additionally, the required backgrounds only check for barrier crimes, not spousal abuse or other crimes that cound pose potential threat to our children's safety.  Can more be included in the price?  Another though comes to mind as well, and that is that ECC staff often work in multiples childcare facilities.  Why aren't the results transferable to other schools?  Why should staff get multiple sets of fingerprints done and sent to each school?  Thank you for your consideration.
