A legible postmark that meets the timing requirements for ballot submission should be required.  If our US Postal Service cannot be trusted to correctly postmark mail, that is a different issue.  Proof of mailing on time should be required.  I suppose FedEx or other delivery should be ok, as long as there is evidence that it was sent by the deadline.
