Keep Backflow device worker or have licensed plumbers only install, test all testable backflows
 

As a licensed master plumber in Virginia and Maryland ( for 30+ years) I strongly urge “The Board” not to eliminate the “Backflow device worker” requirement!

If anything; I would propose to “The Board” To limit the install, test and repairs of all testable Backflow assemblies to journeyman or master plumbers only. A Backflow assembly (testable Backflow) is considered a “plumbing fixture”. Only a licensed master plumber can obtain a “plumbing permit” for any additional plumbing fixtures per current code. Then I would require that the plumber obtain all certifications just for Backflow should the plumber want offer this expertise.

Also, there are many professional licensed plumbers that have spent hundreds of hours of specialized training in Backflow. Going to numerous educational events throughout the USA expanding their skills just in the industry of Backflow.

These professionals protect our #1 source of life..... our drinking water. Having un-licensed/ non-educated people able to tap into the drinking water without Government over sight is literally validating the right to poison the water supply.  I also urge “The Board” to read the Federal Law passed in Congress in 1974. It’s called “The Safe Clean Water Act”. You “The Board” have an obligation to protect the water supply.

I’m happy to address “The Board” in person should you need more information or assistance in determining your decision.
