Commonwealth certification requirements for common interest community manager employees should not only be continued, they should be strengthened.  The least, the very least, that citizens residing in HOA/POA communities should be given to expect by the state in which they reside is competency in the handling of their monies and some modicum of professionalism in the conducting of their affairs.
