My comment to the proposed regulation is NO! The proposed regulation permits absentee ballots to be delivered to the Office of Elections by Noon on Friday after Election Day with no proof that they had been submitted on or before Election Day. This regulation sets up the potential for voter fraud. If a party knows what the count is on election day they can then use this time to "find" (illegitimately) the number of ballots they need to swing the election their way. Most importantly, this proposed regulation undermines democracy.
