This is a BAD IDEA - do NOT implement this. There is already a way for a voter who refuses to give ID to hand in a ballot that requires NO VARERIFIABLE information but would still be counted (I read the sheet of paper from the polling place). Now you want mail-in ballots that cannot be confirmed as being valid. STOP IT - bad politician.
