Exclusion of a certification that the ballot was filed by midnight on the date of the election opens the election to fraud.  The US Post Office is the official organization with the sole authority to verify that a ballot was submitted on the date of the election.  Only mail-in ballots correctly completed, witnessed and postmarked by midnight on the date of the election should be counted.  To do otherwise is both fraud and tampering with an election.
