Current Virginia statute was enacted to prevent Absentee Ballot voter fraud that would allow post-election "voting."  Nothing in COVID-19 situation requires removing the safeguards that prevent votes from  being cast after the election is over; contemplated change will make it impossible to stop illegal votes from altering election outcome.
