After speaking with members of the DPOR in regard to continued regulation of the Back flow device worker certification and the idea that this certification is a Nuisance.  Due to the critical significance of cross connection and the subsequent testing of the devices. Which is critical to the Federal and State Safe Drinking Water Act. This certification need to remain in place and monitored by the DPOR. Or Make the Back flow Device worker a Trade and treat it as a trade.
