Indoor and outdoor construction settings should not be treated as equals. An outdoor construction setting should not be classified as a "medium" exposure risk hazard. There are environmental factors that limit the potential exposure to SARS-CoV-2 in an outdoor setting. Furthermore, Governor Northam's executive orders and the reopening plan have treated outdoor settings different than indoor settings. If an indoor construction setting is classified as a "medium" exposure risk hazard, then an outdoor setting should not be classified and thereby treated as a "lower" exposure risk hazard by default.
