Unconstitutional regulations

Executive Order 63 and this Emergency Temporary Standard/Emergency Regulation are contrary to the constitutions of the United States and Virginia. They violate Amendment IV ("The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, ... "), Amendment V ("No person shall be ... deprived of life, liberty, or property, without due process of law; ... ) and Amendment VIII ("... nor cruel and unusual punishments inflicted.") of the US Constitution.

These regulations are unreasonable as they have no unrefuted science to back them up. They deprive people of their unalienable right to life and liberty without their guaranteed right to due process of proper lawmaking. And, they are most cruel and inhumane in that they promote unreasonable fear and distrust by attempting to mandate "social" distancing.

They violate the very same liberties guaranteed in the Constitution of Virginia in Section 1. and Section 11.

The governor of Virginia has no authority to require the people of Virginia to give up their rights to "the enjoyment of life and liberty, with the means of acquiring and possessing property, and pursing and obtaining happiness and safety." The governor cannot make laws.  He can only make recommendations.  And, those recommendations, if truly for the common benefit, ought to be made in the interest of preserving the greatest liberty and prosperity of the people of Virginia.
