The monetary penalties are way to high and would bankrupt businesses recovering from COVID-19.  I am speaking from a small business and specially a restaurant operator point of view.  We have never been a profitable industry, and now more than ever we are struggling to survive.  Despite any recovery actions by federal and state governments.  The fees laid out are excessive to say the least and are obviously a way to force many more of us out of business.
