Virginia data shows a decline in the number of people testing positive.   This article tells us that 2/3 of the deaths in the Commonwealth are from nursing and assisted living communities!! Why penalize the whole state????  Those who are high risk - wear masks.  Those who don't feel safe - wear masks!! Just because some people feel  safer with everyone wearing masks - doesn't give them authority to dictate and guilt fellow Virginians into wearing masks!!!!! We have personal freedoms guaranteed by the Constitution!! Please don't force your moral narcissism on the rest of us!!!
