A citizen holding a CCW permit should not be restricted from exercising the rights granted by that permit, whether in a state forest or elsewhere.  Driver's licenses, even those from out-of-state, are recognized -- the holder of a CCW permit has successfully completed a much more thorough regulatory process than the driver of an automobile!
