Abortion clinics are medical/surgical clinics and should definitely abide by State Regulations for medical/surgical clinics for their patients. Any woman who dies because of the procedure or substandard health practices is unacceptable. The only reason abortions clinics think they should be above basic medical sense is because of the political financial clout of Planned Parenthood. Practically, any medical/surgical clinic should easily be able to meet State Health regulations. Rules should not be changed for political reasons.
