No Skin in the Game

If the person doing the inspection has no training and no licensure then they have no liability in a hybrid appraisal. How can an appraiser be confident he is getting a true inspection (and the Lender for that matter) and not just 35 bucks worth (I don't know how much they are being paid). If you have no "skin in the game" what is to keep the 3rd party inspector competent and honest?  If I sign it, I inspect it.
