I would like to request prioritizing the following topics in the 2018 Energy Plan:

- promote energy efficiency: it is the easiest, cheapest way to reduce energy consumption

- rooftop solar coupled with onsite battery storage: it is the easiest way to reduce energy demand from utility companies, build resiliency.

- increase distribution of EV charging stations prioritizing locations with high commuting

A possible way to help pushing the first two items is by establishing an electricity rate scale based on consumption. Consumption can then be reduced by increasing energy efficiency and/or producing renewable energy on-site. A subsidy program or 0% rate loans should be in place to help with the initial investement cost, based on income. As some HOAs do not allow solar rooftop installation, such regulation should be made illegal asap. It is obvious that these actions will also stimulate the economy.
