The proposal to triple the ratio per age group for infant and toddler care appears to be unduly burdensome to providers operating out of previously existing constructions.  Dividing up spaces that were originally designed decades ago may not work in the buildings used by some of these providers.  At least, there should be assurances that a variance may be granted for centers physically unable to meet this requirement, to continue care for the current number of infants and toddlers in care.
