As an assistant who has worked in Virginia and Colorado (where unlicensed technicians are allows to place IVC's under DVM supervision), I can firmly say that to have laws that restrict competent assistants from placing catheters puts unnecessary strain on LVT's. LVT's are highly trained and have several skills, and I believe they are better utilized running anesthesia and performing procedures than to be bogged down placing peripheral catheters on all patients. I think it is well within reason for DVM's and hospitals to manage which assistants are able to place catheters through training and monitoring.
