The proposed action exceeds the lawful scope of authority. The legislature has passed specific bills to regulate the time, place and manner that weapons may be carried; and to restrict carrying of weapons by prohibited persons such as felons. The proposed action would violate this clearly expressed legislative intent, and usurp the rightful separation of powers. There is no constitutional basis for this action, which violates the enumerated right of citizens to bear arms for all lawful purposes including self defense. 

The proposed action also will not achieve any government interest.  Symbolic declarations do not provide any meaningful security, and instead serve only to bar law abiding citizesn while doing nothing to stop those that would commit criminal acts. Unlawful acts commited using concealed weapons are already prohibited by law. An additional regulation will not prevent those determined to commit a crime from doing so.
